How Dholera is engineered as a smart city

Dholera is being built as a greenfield smart city, planned from open coastal land rather than retrofitted onto an existing town. It is engineered in layers: trunk infrastructure and digital networks go in first, an Integrated Command and Control Centre acts as the operating brain, and serviced plots are released once utilities reach them. This page explains how that engineering works and, honestly, how much of it is built, planned, or still a target.

What a greenfield smart city means here

A greenfield city is planned on open land, so utilities, roads and digital systems can be designed as one system before any building goes up. Dholera sits on flat, low-lying Bhal coastal land on the western shore of the Gulf of Khambhat, about 100 km southwest of Ahmedabad, and is notified under the Gujarat Special Investment Region Act, 2009. The full planning envelope is roughly 920 sq km, of which about 580 sq km is treated as developable and about 422 sq km is earmarked for urban development. Roughly a third of the developable land falls inside the Coastal Regulation Zone, and flooding and drainage are documented planning constraints on this terrain, not afterthoughts. Because the land was largely open, planners could reserve alignments for roads, a rapid-transit corridor, power, water and data before plots were carved out. That is the core promise of the greenfield approach: coordinate the systems first. It is worth noting that the popular label India's first smart city is imprecise. The description first operational greenfield smart city is more accurately applied to GIFT City in Gandhinagar. Dholera is better described as a flagship greenfield industrial smart city and a node of the Delhi Mumbai Industrial Corridor, with the word first treated as marketing rather than fact.

The layered build: trunk first, plots later

The city is being developed through six Town Planning schemes, TP1 to TP6, all of whose draft schemes have been sanctioned. Phase-I combines TP1, about 51 sq km, and TP2, about 102 sq km, for roughly 153 sq km. Reported phasing then adds TP3 and TP4 at about 126 sq km and TP5 and TP6 at about 142 sq km, which sums to roughly 421 to 422 sq km of urban land over the full plan. The engineering logic is sequential. Trunk infrastructure, meaning the backbone of roads, water, power, data and drainage, is laid down first, and only then are serviced plots allotted. The clearest expression of this is the Activation Area, a roughly 22.5 sq km zone inside TP2 built as a plug-and-play demonstration core, equal to a little over four percent of the developable land. Inside it, a reported network of about 72 km of internal roads, 18 to 70 m wide, carries services and reserves a corridor for future rapid transit. This trunk-first method is slower to show visible buildings, but it is what lets a planner claim that services reach the plot boundary before a buyer builds.

The digital brain: the ICCC and the ABCD building

The intelligence of a smart city sits in its operations centre. In Dholera this is the Integrated Command and Control Centre, or ICCC, which is designed to monitor and coordinate water, power, street lighting, surveillance, traffic and the environment from one place. The ICCC is housed in the ABCD building, short for the Administrative cum Business Centre for Dholera, a roughly 9 hectare plot in the Knowledge and IT zone of TP2. The ABCD building also holds authority offices and a single-window clearance function, and it is designed to a LEED Gold standard. It is reported to be structurally complete and operational, though the exact inauguration date is not clearly sourced, and the stated built-up area differs between sources, cited at about 14,000 sq m in one government reference and about 36,000 sq m by the developer. That discrepancy is left unresolved here rather than smoothed over. The idea of a single operating brain is common to Indian smart-city missions and to global examples, and its value depends less on the hardware than on whether the sensors, meters and services beneath it are actually built and populated with users.

Utilities, water, roads and power beneath the surface

Much of a greenfield city is invisible because it is underground. In the Activation Area, reported systems include underground power, information and communication ducts for fibre, piped natural gas, and potable water fitted with smart meters and leak detection. There is a separate recycled-water network, dedicated wastewater and effluent lines, and stormwater routed into a 6.5 km man-made canal, which matters on this flood-prone coast. Water supply is anchored by a water treatment plant of about 50 MLD, meaning million litres per day, plus reservoirs. Power ties into the wider Dholera solar ambition, where about 300 MW is reported commissioned against a sanctioned Phase-I of 1,000 MW and an ultimate target of 5,000 MW by around 2030, so the clean-energy figure is partly built and largely a target. One promotional feature, a common walkable utility tunnel, is not officially confirmed and should be treated as a claim. District cooling and long-range desalination are mentioned in visions but their status is unknown. The honest reading is that the Activation Area shows a genuinely engineered utility layer, while city-wide coverage remains a phased plan.

Honest status: built, planned and targeted

Reading Dholera fairly means separating what exists from what is promised. Built or clearly under way: the roughly 22.5 sq km Activation Area trunk infrastructure, the ABCD building and ICCC reported operational, the 109 km Ahmedabad to Dholera expressway reported opened on 31 March 2026, and about 300 MW of solar. Reported and dated, but not finished: the Dholera International Airport, which saw its first trial landing on 4 June 2026 and is targeted for operations in late 2026, and the semi-high-speed rail cleared in May 2026 for completion around 2030-31. Still a target: the promotional figure of about one million residents and more than 800,000 jobs at full development over roughly 30 years, and the full 920 sq km build. The old 2020 target of about 120,000 residents and 80,000 jobs has lapsed. Land acquisition for the region was also litigated, with the Gujarat High Court staying acquisition in 2015 after farmer petitions. A smart city is engineering plus continuity of funding and governance over decades, and Dholera should be judged as a long, phased build rather than a finished place. It also helps to name what is not yet built, so the picture stays honest. Residential occupancy across Dholera is still early, so the city today is closer to a serviced industrial core with connectivity than a populated town. The later Town Planning schemes, TP3 to TP6, remain largely on paper, and the promotional headline of about one million residents belongs to a full build-out that is decades away. None of this diminishes the real engineering done in the Activation Area; it simply places that work in proportion to a very large, phased plan.
